What are Adjudicators?

The HSPD-12 Adjudicator reviews and records the results of the background investigations. The HSPD-12 Adjudicator may or may not be the person that actually provides a background investigation determination.

Becoming an Adjudicator

All Adjudicators must complete the web-based HSPD-12 Adjudicator training (either EmpowHR Sponsor or USAccess Sponsor training), be certified and designated by a Role Admin, and be sponsored before beginning HSPD-12 responsibilities.

Adjudicator Responsibilities

  • Review background investigation and FBI fingerprint results.
  • Record the BI results and determine if a provisional LincPass or complete LincPass is to be issued (PayPers only).
  • Respond to any inquiry by Applicants as to the status or reason for suspension, revocation, or denial of a LincPass based on background checks.
