What policies mandate ePACS?

USA Patriot Act – Expanded the definition of terrorism to include domestic terrorism, and enlarged the number of activities to which expanded law enforcement powers can be applied

Homeland Security Act of 2002 – Established the Department of Homeland Security

HSPD-7 - Requires federal departments and agencies to develop methods and technologies to protect all critical infrastructures and key resources.

HSPD-9 - Lays out policies, including roles and responsibilities, awareness and warning, and vulnerability assessments, to provide the best protection possible against a successful attack on the U.S. agriculture and food system

HSPD-12 - Requires USDA to utilize the LincPass for electronic physical access to facilities and provide interoperability

FIPS-201-1 – Establishes standards for HSPD-12 compliant physical access control components

DM/DR – USDA specific policy requiring agencies and facilities integrate existing and new access control systems into ePACS

ePACS Background Information?

The overall intent of ePACS is to provide the functionality to coordinate USDA PACS nationwide which includes providing the following benefits:

  • Electronic Authentication
  • An Authoritative PACS Database
  • Auditable Transactions
  • Future Scalability and Cost Savings
